The proposal for 1587 York Place envisions the preservation and significant heritage revitalization of the historic Annandale bungalow, while establishing new single-family infill housing options within the Municipality of Oak Bay.
Part of Oak Bay's Rich History
Annandale is among the most noteworthy heritage properties in Oak Bay
Located within the Prospect Heritage Conservation Area, the historic York Place property houses one of two original matching bungalows designed by John G. Tiarks.
Established in 1897, as part of the early subdivision Tiarks developed in partnership with Francis M. Rattenbury, Annandale House remains standing at 1587 York Place today.
Unfortunately, the second bungalow, Garrison House, was destroyed by a fire in 1932.

A Deteriorating Heritage Asset
more than 120 years old, and following decades of inadequate upkeep, the deterioration of annandale is clearly visible
Following several decades of wear and inadequate maintenance, today Annandale House is run down and in poor condition, evidenced by notable deterioration, damage and aging materials, including:
- Significant deterioration of siding, trim and railing
around exterior of the house and the porches - Inadequate foundations
- Significant deterioration of interior surfaces
- Leaking roof
- Wiring and plumbing are aged deficient
- Asbestos throughout the house requires remediation
A Comprehensive
Revitalization Plan
Through a heritage revitalization agreement (HRA), the proposal to revitalize annandale house includes:
- Restoration of Annandale House to the rigorous Prospect Heritage Conservation Area (HCA) Guidelines.
- Reorientation of the home frontage to York Place to showcase its historical front entrance and better align with current zoning setbacks.
- Reorganize this lot and adjacent lots into a new more orderly layout including creating and refining boundaries for four lots, with diversification of housing forms and sizes.
- The addition of two new vehicle entrances for off-street parking to align with the current municipal bylaw.
- The establishment of a revitalized Garry oak meadow in the front gardens of the Annandale House.
Restoring Annandale House
The proposed restoration and revitalization of Annandale house is envisioned to include:
Improved Housing Diversity
A total proposed eight new missing middle homes, including two and three- bedroom ground-oriented townhomes along with two one- bedroom, affordable designated secondary suites.
Revitalized Garry Oak Meadow
A revitalized Garry oak meadow will be established, including 17 new Garry oak trees. Native shrubs and perennials will enhance biodiversity and habitat structure (shrub layer, mid-story, and canopy), while significantly increasing the future Garry oak forest canopy.
Reorienting the Home & Entrances
The addition of two entrances along york Place FOR off-street VEHICLE parking and restoration of the wall’s original gates and post caps.
